When member adds "access" roles, announcement + DM #64

As I added #94 , I realized that when users acquire @Purgatory after the bot DMs them, if they then join the server, we also need to remove that role from them. We can probably just make that part of the same function that goes with this Issue. |

When a user in purgatory adds one of the access roles (i.e. Committed), send a message in #general announcing their entry into the server proper, prompting other members to welcome them. In addition, send a DM to the user with some instructions for introducing themself in #introduce-yourself and other stuff like that. Closely related to #62 and #63.
