Admin commands for level DB

In the TS version of the bot we only have a command to clear a user from the database. This should be expanded to allow:

• Clearing a user from the database entirely
• Automatically moving all data to another user
  We've had this situation a couple times - someone makes a new main account and wants everything transferred over. In the past it's been done manually with hand-typed commands, but that's error-prone
• Manually setting user datapoints? This isn't strictly necessary but might prove useful in some situations?
