Backup doesn't restore library panels from grafana 10.4.0 #269

I am using grafana 10.4.0 and grafana-backup-tool ver 1.2.3 for backing up our grafana. After restore the data on other server, all settings were restored successfully besides the library panels.
Library panels page in Grafana UI was empty. Tell me please what's wrong?

Same happened to me with Grafana version 11.2.0
