I see this error when I run npm install -g foundation-cli on Windows (Windows 8.1 64bit):I have installed Node.js version 11.4.0 and Git version 2.19.1 but i get the error shown below.

Just FYI, the project has been deprecated for over two years now, so you probably won't get a response.

If you are starting a new project, you should look at this fork: https://github.com/base-apps/angular-base-apps.
I used it for a while, although it seems that recently it hasn't had many commits.
