common: Introduce RFS install_symlink targets

The old way of creating RFS symlinks was preventing all Qualcomm targets
to build hermetic partitions. All devices should now be able to drop
BUILD_BROKEN_INCORRECT_PARTITION_IMAGES flag for good.
