Bump npm and sfdx-cli

Removes [npm](https://github.com/npm/cli). It's no longer used after updating ancestor dependency [sfdx-cli](https://github.com/salesforcecli/sfdx-cli). These dependencies need to be updated together.


Removes `npm`

Updates `sfdx-cli` from 7.144.2 to 7.171.0
