Remove duplicate views: Enable for all a12s (Calypso)

Proposed Changes

Enables the "Remove duplicate views" experiment in Calypso for all Automatticians.

Because we don't have good tools in Calypso to detect if the current user is an a11n, this PR simply checks the environment and forces the experiment on all envs except production.

That way, a12s (who typically visit Calypso in the stage environment), will have the experiment enabled.

Why are these changes being made?

Because a12s are currently getting the control variant, which is only given to 10% of users.

• Use the Calypso live link below
• Go to any of the removed Calypso paths:
  • /posts/:site
  • /pages/:site
  • /comments/:site
  • ...
• Make sure you're redirected to WP Admin
