[NO-TICKET] simplify and fix CI

What does this PR do?
Fixes and simplifies failing CI for this library:

• updates all CI dependencies
• updates jruby-9.4 image to version 9.4.7.0
• remove Datadog Agent from CI and from local docker compose

Motivation
Tests with JRuby 9.4.0.0 started to fail
