What does this PR do?
Cucumber-ruby released 9.2.1 which fixed the incompatibility between cucumber-ruby and Ruby 3.4.
Now I update the test dependencies and enable Ruby 3.4 unit tests for cucumber v9.
How to test the change?
If unit tests are green, it's fine
