Fix unstable sun

Summary

No issue was opened for the problem this patch fixes.

Fixes 2 things:

• Performance issue with zooming where the page is still interactive, but can feel sluggish. Only happens with some mice/touchpads.
• Fixes issue where the sun jumps when adding/removing layers or changing the time.
