javarepl: deprecate as unmaintained

• Have you ensured that your commits follow the commit style guide?
• Have you checked that there aren't other open pull requests for the same formula update/change?
• Have you built your formula locally with brew install --build-from-source <formula>, where <formula> is the name of the formula you're submitting?
• Is your test running fine brew test <formula>, where <formula> is the name of the formula you're submitting?
• Does your build pass brew audit --strict <formula> (after doing brew install --build-from-source <formula>)? If this is a new formula, does it pass brew audit --new <formula>?

This deprecates javarepl based on upstream status.

There is also a Linux issue seen in #95575. It is possible to partially fix by adding java to PATH, but there is some behavior issue when shutting down (albertlatacz/java-repl#117) and test will need to be rewritten.

If someone wants to fix, they can, but for now just adding to deprecate --> disable --> remove workflow
