Summary

Add required config files new tier1 host ursa

Testing

Build / install unified-dev environment for oneAPI and GNU compilers.

Note that Intel compilers prior to v2024.2.1 are not specified / stack not built.

Systems affected

ursa (TDS host)

Issue(s) addressed

spack-stack-1.9.0 release tasks

Any updates needed for readthedocs (doc/source/PreconfiguredSites.rst)? I don' think there is any information on Ursa yet. There's a table and a section on what to do for building new spack-stack environments.

Undoubtedly will require new info.

Given that ursa is a TDS and will change, will almost certainly need to update later as well.
