Change HIR's and LIR's EXPLAIN CTE order

This is a follow-up to #30983, which changed CTE order in MIR EXPLAIN. This PR does the same for HIR and LIR. Additionally (2nd commit), it also makes the HIR EXPLAIN print CTE names. (Names are still available at the HIR level.)

(The RQG fail in Nightly is unrelated, and is fixed in #31140 )

Motivation

Same as #30983, this PR eliminates the surprising CTE order in EXPLAIN. Also, it makes the CTE order consistent across HIR, MIR, and LIR.
