The Github runner comes with yarn 1.22.22 preinstalled: https://github.com/actions/runner-images/blob/main/images/ubuntu/Ubuntu2404-Readme.md
This mirrors the behavior of the TerriaMap repository and will prevent yarn.lock from being forgotten to be updated.

What this PR does
This mirrors the behavior of
the TerriaMap repository and
will prevent yarn.lock from
being forgotten to be updated.
Also stop installing yarn since
it is already installed on the Github
CI runners.
