This mostly copies some of the basic stuff from the MODFLOW 6 repo.
It uses pixi to setup an environment with meson and also includes a python, which will be very useful later to setup the tests.
Meson is an excellent build tool (much nicer than make), and it'll work cross platform.
This setup successfully compiles the hello world example. I've added the instructions in
DEVELOPER.md(like MODFLOW 6) how to set things up.
