Un 2008 pass file execution id from backend

• Re Raising the PR passing file execution id from backend to tools #1065 . which were previously reverted.

What

• Introduce the sharing of the File Execution ID to tools and the SDK.

NOTE:

• The SDK version for tools must be updated once the required changes to the SDK are ready for deployment.
• The transition from run_id to file_execution_id will be implemented incrementally. In some instances, the term run_id will be retained to minimize confusion during the review process due to the large number of touchpoints.

Why

• The File Execution ID represents the runID in the workflow execution framework.
• By passing the File Execution ID from the backend, we standardize its use across tools and ensure consistency.

How

• Updated the execution metadata to include the File Execution ID.
• Tools and the SDK will now retrieve the File Execution ID by reading it directly from the execution metadata.

Can this PR break any existing features. If yes, please list possible items. If no, please explain why. (PS: Admins do not merge the PR without this section filled)

• Existing tools and workflows are unlikely to be affected as the mechanism only adds new functionality without altering current behavior.
