This is what is needed for BEMS

These are the stories for a BEMS user sitting down to an interactive map in a browser

As a user I want to be able to pan and zoom around the map so I can look at features

As a user I want to be able to see the EMS boundaries so I can inspect them

As a user I want to type in an address and have the map zoom to that address so I can see which EMS area it is contained by

As a user I want to type in a place name and have the map zoom to that place. (can a single search box work for placenames and cities, and counties?)

As a user I want to click on the screen so I can find out about a EMS area

As a user I want to filter on EMS provider type so I can see them on the map

As a user I want to filter by provider so I can see their EMS area on the map

As a user I want a way to control transparency of the EMS layer so I can see what is underneath it

As a user I want a URL I can copy and paste into a document that will allow someone to view the view I am seeing so we can communicate about an EMS area issue.

As a user I want to print out an EMS boundary with ancillary data so I can attach it to the EMS license document. (can this be a .png or something that can be embedded in the licensing doc?)

As a user I want to see the information presented to me like in a datagrid so I can look closer at the data.

As a user I want to see the following fields in the datagrid SERVICE_LEVEL, SERVICE_TYPE, NAME, So I can look at the information I need.
