3 - Audio Improvements

The 'name' command has been added to change the bot's name.
A possible new Discord API call is used for higher quality audio.
Filters are now language invariant.

2 - Applied small fix for production usage

It is now possible to use the join command multiple times without breaking audio playback.

1 - Initial Testing Release

Working text commands: index, deindex, join, v (voice emulation)
Working voice commands: next, remove x, move x to x, add x, what's up, set the volume/tone to x, how are you doing, shut down the program.

Needs external ffmpeg executable and Microsoft SAPI to work.
