Blocks missing MN payment don't actually orphan properly, but instead cut the voting (recipient?) MNs off by them getting stuck in a fork. Yuck. Less evil to disable the check whilst we fix.
Stop cutting off MNs due to blocks with missing MN payments until we can fix it properly
