Description of changes
Updates Swift 5.9 docker containers for AL2 and Ubuntu Jammy to latest Swift patch version 5.9.2.
"Install Java" code in the Dockerfiles has been taken from CodeBuild image latest, per our runbook.
Also: Old, no longer used Dockerfiles are removed.
New/existing dependencies impact assessment, if applicable
