LLVM Source to Git Submodule

Moved the LLVM source files from using the old SVN files to using a Git Submodule of the official LLVM project Git repository.

October 2019 COAST Updates

In this release we have updated COAST to be more robust to various language constructs, as well as adding several new features. See the Release Notes for more information.

RISC-V Release

The passes that implement COAST have been updated to support targeting RISC-V architectures. Additionally, benchmarks have been added which can be used to validate the correct operation of COAST.
