Finish styling basic template with things like frame borders and frame modelines (or whatever the emacs terminology is).

I think that what we have now is sufficient for a first out release. I suggest that we move this to a later release. I further suggest that we publish the current version of the site so that we can remove the under construction page. We can add the other features as we have time, and use them in the content. What do you think @fkmclane @ProtractorNinja?

I'll have to poke around first, but pushing the site online sooner rather than later is a good idea.

I was pretty much planning on that anyway. I'm still going to mess with the color scheme when I get a chance (I'm still not quite satisfied), but I'll push something out by later today if I can. The only thing left before it can be pushed already is an index page. I wasn't sure yet what content to put on it.
