update libjxl to 0.11.1

Summary

Changes to recipe: libjxl/0.11.1

Motivation

The newest version available on conan center is 0.10.3.
This version also seems to fix some security vulnerabilities?

I was also thinking that we should maybe update all usages to this new Version?
There are only three recipes using it:

• gdal: libjxl/0.6.1
• libvips: libjxl/0.6.1
• sail: libjxl/0.8.2

Notice that the version 0.6.1 isn't even available on the conan center!?

There is also a pull request for 0.11.0 but that seems to be abandoned?

Just added the data to the ymls.

Not abandoned - we have a high volume of pull requests and we just simply haven't got to it yet. For future reference - if more than one user is interested in a specific PR, please comment on that PR to express interest rather than opening a new one - this will help us prioritise (unless your proposed PR is too different from an existing one with the same goal).

Closing as duplicate of #25254 - will address this there and ensure 0.11.1 is uploaded.
