Windows only DLLs

DLLs for Windows if you don't care to compile your own versions.
Created using VS2019 v142 and Windows SDK 10.0.
You will still need to follow the Using the library instructions and download libusb.

FYI: compiled Linux libraries are hiding in the RomRaider project.
