Mobile top nav: move files to new package directory #312

We will create a new package for the mobile nav component.

To do so, we will follow @jbuckner's lead with teh radio player components.

Task:

follow directory structure of current lit components
make it for JS, not TS
audit and ensure the scripts work in package.json
have a working demo
