[Discussion] Add Code Tour extension

Hi! I work on the Live Share and IntelliCode team's at Microsoft, and I'm also the creator of the Live Share Whiteboard and GistPad extensions. So thanks for including much of my work in this extension pack 👍

Over the weekend, I shipped a new extension called Code Tour which enables you to record/playback interactive tutorials/walkthroughs of a codebase. The response has been extremely positive thus far, and so I wanted to see what you thought about adding it to this pack, since I think it's addresses another element of onboarding/collaboration, which compliments the extensions already in this pack.

Hi Jonathan, love the extensions you've been building, awesome stuff!

And thanks for this PR. I've actually been following along on Twitter and have been meaning to take a look at this extension ever since you released it, but I haven't been able to find the time.

As soon as I get some free time to play around with it a bit, and can determine whether or not it would benefit a good portion of the dev community, I'll be sure to revisit this (hopefully soon).
