Roll tbtc forward to 1.0.3-rc

Cutting a new release to deploy development tbtc constants for Ropsten. tl;dr here is that 6 confirmations (mainnet config) for minting tbtc is problematic because BTC difficulty is not constant for testnet. Adopting development tbtc constants will reduce the number of minting wait confirmations to 1.
