Add WPCI2023 to Presentations list (#327)

This PR adds the workshop on prefixes, curies, and IRIs 2023 edition to the presentations list. @matentzn @hrshdhgd I hope one of you will be able to give a brief update on this I also added a video link for the WPCI2021 as well Co-authored-by: Nico Matentzoglu <[email protected]>
