[CoE Starter Kit - QUESTION] - feeding of Maker table (Welcome email)

Hello,

i have created my own flow with same trigger as CoE flow for Welcome email. That means, it should run, whenever someone is added to Maker table in CoE. I have this flow enabled at least for two months and it wasnt triggered since. If i check last created record in Maker table, it was months ago. I asked my collegue who isnt in the Maker table yet, to create some dummy app in default environment. It was week ago and still user is not present in Maker table.

My question is, how can i verify that this table is being feeded with new makers, how to troublesthoot it? Or is there any other options how to send Welcome email to new Power Platform users. For me CoE tables seems to be not reliable.
