Revert "Bump GCC to 14.2.0"

This reverts commit d662c3a13030a02bcc1eaa90c5b0e34b19b3b2ee.

This is for consistency with other Nerves systems until
https://gcc.gnu.org/bugzilla/show_bug.cgi?id=117675 is resolved.
