Add functions to check the contents of HDDL domains and problems.
System is backwards compatible, but introduces HDDL checker, so not forward-compatible.

Tests for HDDL to JSON identified some bugs where there were other issues with FLATTEN-CONJUNCTION boundary conditions.
Allegro doesn't seem to like some uses of defined types.
