If you have a connection type between 'actor' and 'movie', for example, the user will need to be able to edit both actors and movies, in order to create connections between them.
In the case of connecting post types to users, the current user has to have 'list_users' capability for the metabox to be visible.
Otherwise, the metabox will simply not show up.
