This contains the HWP supervisor functionality for ACU safety checks from PR #802.
This new PR is to separate that functionality from the HWP emulation tests, which are currently failing.
Motivation and Context
Required to enforce ACU+HWP motion rules.
How Has This Been Tested?
This has been tested on SATP1 and also with the HWP emulation tests.
