   make some macsec sa stats cumulative

2. [SAI_BRANCH rel_ocp_sai_11_2] [CSP CS00012387567] Backport SONIC-90972 SAI/SDK is not returning cumulative counters to rel_ocp_sai_11_2

   The ordering of operations in the cleanup function can lead to
   objects being destroyed while the file operations or ioctl commands are in flight.
   Use atomic type for interrupts enabled in BDE module.
