Release axum v0.8.0

I think we're all set. All issues in the milestone are closed, and I also created draft GH releases this time. Maintainers should be able to see them here.

• I've just merged Fix documentation for the file-stream response #3102, which might be worth including in the 0.8 release

Yeah I'm gonna do the publishing from main anyways, so anything merged before this will be included.

I just noticed that we have several https://docs.rs/axum/0.7/... links hardcoded in the codebase. These probably need to be adjusted for the v0.8 release.

Nice catch! I wonder whether we can replace them w/ intra-doc links, but I doubt it (dependency cycle problems or linking to things intra-doc links can't name, IIRC). Want to send a PR? I'm fine with those links being broken on main until release.

some of them unfortunately are in diagnostic annotations, so they probably won't work as intra-doc links. we could switch them to point to latest but that has other downsides. I haven't come up with a better alternative, so I'll update them to 0.8 for now.
