Update spcomp to 1.9.0-git6282 version
Gitignore was missing compile.dat generated on each compilation of plugins

I couldn't care less about this functionality, but it is already inside of SurfTimer, so lets include it too.
This reverts commit 558a65f.
Bring the includes in-line to those I am using to build this project. This makes all the includes go from SM1.9.0.6241 to SM1.10.0.6478
Udate spcomp.exe and compile.exe to 1.10.0.6478 Removed 4 plugins that are not needed anymore Added 2 includes that might come in handy
These are all the real changes that I have made that have fixed numerous issues transitioning to SM1.10 Merged all current exisiting pull requests @fluffyst repo I have merged a pull request by @covertxd and @xMaZax aswell as @Jakeey802 The rest of changes outside of those pull requests are done solely by me.

A lot of missing scripts, extensions etc is fixed by this pull request
Each and every script builds fine with this pull request, but due to changed stuff servers will still crash because of outdated sourcemod and metamod.
This brings up the code to compile with Sourcemod 1.9.0.6282.
