Introduced DOCKER_PROXY_ENABLED environment variable to control proxying to the upstream Nexus Docker registry. For backward compatibility, proxying for Docker registry is enabled by default if the variable is not set. Signed-off-by: Sergei Ivanov <[email protected]>

I'd like to propagate this change into the Helm chart, because we currently do not use Nexus as a Docker registry, and I don't want to keep a DNS entry and a separate ingress route for that purpose.
