Drivers for changing the HRM

Currently the following issues have been opened, to change the HRM:

body elements are excluded from NBG(R_i) w3c.imsc#569
NBG(R_i) counts transparent backgrounds w3c.imsc#570
span elements are included in NBG(R_i) w3c.imsc#571

What about the HRM in IMSC 1.0.1, IMSC 1.1 and IMSC 1.2?

If we make changes to the HRM in future versions of IMSC, what do we do about the existing HRM specifications in current Recs?
