[all] Update dependency range specificity

This PR makes the following changes:

• Update all dependency versions to use patch level specificity(~) instead of minor level(^)
• Remove unused dependencies:
  • terafoundation:
    • @types/mongoose
    • @types/redis
  • teraslice-cli:
    • events
    • yo

After adjusting the sync command in a different PR, it was required to change ^ to ~ on all @terascope dependencies, so I decided to merge this branch into that one. Closing.
